Christophe Bliard 3935a0994c Disable i18n lazy loading on CI
When lazy loading is disabled, all I18n tranlsations are loaded on
application eager loading or on the first call to `I18n.translate`.

Disabling lazy loading when `ENV["CI"]` makes our CI configuration
closer to production configuration.
