Add further AMPF health checks

After seeing error reports about folders that would not synchronize
properly, I realized that we had no way for an admin to quantify whether
all project folders exist or for how many the creation failed.
The two new checks should cover two important questions:
* Have all project storages already synced and created a project folder?
* Is there any project storage that has a linked project folder, but it's missing?

So far our marketing for SCIM already pointed "centralized user management"
out as the main use case for SCIM, but we should explicitly point out
that SCIM clients are in a very privileged position, so that no one gets
the idea to hand out SCIM client credentials to every supplier that needs
to create one or two accounts on your OpenProject instance.

The name of this setting was pretty outdated by now.
It might have disabled the entire API in the past, but that time
is long gone. By now the APIv3 can't be disabled at all and OpenProject
would fall apart if it was disabled.
The only thing that this setting changes, is whether users can create
an access token in their account settings and whether tokens created
this way are accepted by OpenProject. So naming and description have
been adapted accordingly.

Explaining basic administrative setup, especially covering
authentication scenarios.
Some of the existing TODOs are still left, mostly waiting to make
sure that UI does not change any further before the release of 17.2.

Adapt hocuspocus configs for OpenProject monorepo

Relocate CI workflows from the nested blocknote/hocuspocus/.github/
(which GitHub ignores) to root .github/workflows/ with path filters
so they run independently of core OpenProject CI. Update Docker
workflow tag pattern to hocuspocus-v* to avoid collisions with
OpenProject version tags, and set build context to ./blocknote/hocuspocus.
Also update all references from the old standalone repo
(opf/op-blocknote-hocuspocus) to monorepo paths, including
dependabot, package.json metadata, static_links, README badges/
instructions, docker-compose dev volume mount, and documentation.
