cop `Rails/ActionControllerFlashBeforeRender` is failing to process
`modules/meeting/app/controllers/meetings_controller.rb` and
`modules/meeting/app/controllers/recurring_meetings_controller.rb`.
We force the version to 2.33.3 to prevent the error until it's fixed.
