Updates the copyright to 2021 for all files that have a copyright. Files in our source code without the copyright header still do not receive one automatically. Additionally, backlisted files are also excluded.
Previously the copyright of chiliproject which references redmine stated a copyright of redmine up to and including 2017 which is not true for the code we have in here. Because of that I changed that to 2013

[30859] Use controller_path to get correctly namespaced menu items
...
using `controller_name` in `menu_controller.rb` breaks items in the
admin section that come from controllers also named `admin_controller`,
such as the namespaced webhooks controller.
Routes from `admin#index` to `webhooks/outgoing/admin#index` will then
fall to `admin#index` again and get the overview icon. This does only
happen when moving from overview to webhooks, not freshly loading the
page there due to how the params work.

* index, new_child and the rest is handled separately
* index and new_child are now scoped (by their symbol) under the wiki_menu_entry, so that the correct index/new_child page is selected. The symbols are still somewhat magical.
* implements a method to add a dynamically evaluated method to determine the currently selected menu item
