Updates the copyright to 2021 for all files that have a copyright. Files in our source code without the copyright header still do not receive one automatically. Additionally, backlisted files are also excluded.
Previously the copyright of chiliproject which references redmine stated a copyright of redmine up to and including 2017 which is not true for the code we have in here. Because of that I changed that to 2013
The activerecord scope helpers output a warning when a scope's
name already exists in the module's method chain.
E.g., `Kernel#open` is overridden by some of the scopes, but that always
results in a warning.
A better way is to explicitly override the method in the model using a
class method.

* Added a 'all' named scope for getting all records in order by position.
* Added Deprecation warnings to the old named_scopes in Enumerations.
* Moved various methods off of Enumeration and onto the concrete classes
* Changed the EnumerationsController to use types
* Updated the Enumeration list template
* Added has_many relationships to the Enumeration STI classes.
* Fixes for tests.
